Certificate of Professional Competence in Road Transport Operations Management Print E-mail

Introduction

This course meets the requirements of Regulation (EC) No. 1071/2009 on admission to the occupation of road haulage operator and road passenger operator and the right to freedom of establishment in national and international transport operations.

Application to become a CPC Management Training Provider

The Transport Management Certificate of Professional Competence is a qualification designed to meet the requirements of Regulation (EC) No. 1071/2009. Achievement of the Certificate of Professional Competence in either road haulage or road passenger transport demonstrates that the holder of the qualification is qualified to perform the effective and continuous management of undertakings engaged in road transport operations within any EU Member State. Every such undertaking is required to have a qualified Transport Manager.

A review of the organisation and administration of the Transport Management Certificate of Professional Competence by the Department of Transport, Tourism and Sport is ongoing. In the meantime, the Department has put in place revised criteria for the authorisation of training providers.

The revised criteria are effective from 1 November 2015.

Existing training providers will be required to demonstrate compliance with the revised criteria.

NOTICE: GUIDELINES FOR CPC EXAMINATIONS

Candidates should firstly select a course provider approved by the Department of Transport, Tourism and Sport. Only approved providers, which are listed on CILT website, are in a position to put forward students for examination.

The selected provider then registers the candidate with CILT before commencement of course. This involves the provider processing his/her application form and forwarding same along with the relevant documents to CILT.

Following receipt of an application, CILT will forward to the candidate a letter of confirmation, which will include the candidate examination number, examination centre, and examination date.

Following registration a candidate is then in a position to commence the prescribed course. This requires a minimum of 100 hours class attendance.

One month prior to exam date, the course provider will confirm to CILT, that the candidate has attended the required number of classes. This also enables students to have sufficient time for revision purposes.

Places will be allotted on a first come first served basis to a nominated examination centre, which your course provider will advise when processing your application.

What is a Certificate of Professional Competence?

A Certificate of Professional Competence is a Certificate that is issued by the Chartered Institute of Logistics and Transport in Ireland, on behalf of the Department of Transport, Tourism & Sport, to a candidate who has successfully passed the examination at the end of this course. The Certificate is proof that the candidate is professionally competent to act as a transport manager.

Key Point

In order to apply for an operators licence the candidate must meet the requirements of good repute, appropriate financial standing and professional competence.

Will the Certificate cover both National and International operations?

The course covers both national and international requirements for professional competence and successful candidates are issued with a Certificate which also meets both requirements.

Why is there a need for a CPC?

To ensure that there are no barriers that would prevent an operator from plying their trade, for example, in Ireland, France or the UK, the EU Commission proposed that all transport operators should operate under a common system of rules and that each operator would do the same course across Europe. This course, therefore, seeks to promote awareness of what is required to effectively and continuously manage a transport business anywhere in the European Union.

When are the examinations held?

There are three examination dates each year. These dates are set by the Chartered Institute of Logistics and Transport in Ireland. Examinations will be held on

29th January 2016, 10th June 2016 and 09th September 2016.

3rd February 2017, 9th June 2017, 24th November 2017.

11th May 2018, 7th Decemeber 2018.
