A Critique of the All-Island Strategic Rail Review Report By Tom Ferris.
Tom Ferris is a former President of CIT. He is also the former Senior Economist at the Department of Transport. As a Consultant Economist, he now specialises in Public Sector Economics, Better Regulation and Transport Economics.
Last July, the Department of Transport in Ireland and the Department for Infrastructure in Northern Ireland published the ‘All-Island Strategic Rail Review Report.’ The Review was prepared by Arup.
It can be accessed via the two Departments websites. It runs to over 160 pages and focusses on:
• how the rail network across the island can expand and contribute to the decarbonisation of the island’s transport systems,
• how sustainable connectivity into and between major cities can be promoted,
• how regional accessibility can be enhanced, and • how balanced regional development can be supported.
This particular critique does not delve into the foregoing dimensions of the proposal enhancement of the All-Island Rail Structure. Rather, it focuses on the economic dimensions of the Review.
