The ADR regulatory landscape is undergoing its most significant update in years, bringing new flexibility to training delivery, improved accessibility for drivers, and modernised exam processes.
One of the most notable developments is the formal recognition of online and blended learning in ADR 2027. The current ADR regulations had been silent on online provision, with jurisdictions relying on temporary pandemic exemptions. While the changes will not appear in ADR until 2027, for the convenience of drivers and operators it has been decided to implement them immediately. Updated proposals now explicitly create space for live remote (synchronous) learning across initial training and pre‑recorded (asynchronous) for refresher training. Importantly, refresher training may now include e‑learning on demand components, although providers must still retain some in‑person delivery for practical elements.
Training providers are already preparing for this shift, developing new digital content and adjusting programme structures to meet evolving The Chartered Institute of Logistics and Transport Ireland (CILT Ireland)/HSA guidance.
Another major improvement is the increased ability of Approved Training Providers to deliver online ADR exams on-site, on the same day training concludes. Since 1st January providers have the option of offering the ADR driver exam at the training venue. This shift aims to streamline certification, reduce delays, and create a more integrated training-to-assessment experience.
Finally, ADR administrators are exploring ways to enhance accessibility for specialist drivers, including the availability of shorter, more targeted training programmes. For sectors primarily handling Class 3 (flammable liquids), more focused course options allow drivers to refresh or maintain certification without undertaking unnecessary additional modules—supporting both safety compliance and operational efficiency in a shortened format.
In summary:
From 1st January 2026:
Initial Basic and Tank training may be delivered live in person OR online with a final in person session before an exam on the same day.
Refresher Basic and Tank Training may be delivered largely via online live OR on-demand e-learning with a final in-person session on the day of the exam.
Class 3 restricted training initial may be delivered online with a short practical session before the exam on the same day.
Class 3 restricted refresher may be delivered via online live OR on-demand e-learning with a short practical session on the same day as the exam.
Note – Approved Training Provider delivered exams are not a mandatory element of the scheme and not all training providers will offer this facility. Where a training provider is not facilitating exams, candidates may undertake a CILT facilitated exam in a publicly scheduled exam.
All this means the gap between training and exam can be eliminated and that refresher training can be largely delivered at the convenience of the driver.
